帕希姆机场自贸区熊猫币基金会与黑石基金联合首批发行10亿熊猫币PANDA基金（熊猫币5亿枚+美元5亿），用于支持帕希姆自贸区流动性。
帕希姆自贸区已经完成数字化转型升级，成为全球第一个WEB3离岸自贸区，进行全球数字货币、数字资产、商品、服务贸易交易结算，BDD积分与PANDA数字货币双规制与各国法定货币和全球主要数字货币兑换，通过WE07人工智能机器人交易结算消除国际贸易壁垒，提高交易效率，加快结算时间。
根据德国政府批准的帕希姆自贸区数字金融自贸港政策，帕希姆自贸区将打造成全球离岸自贸区虚拟与现实结合的：
人的自由世界 – 机场免签证居留隔离区
货的自由世界 – 保税、免税加工交易区
钱的自由世界 – 法币和数字货币交易区
